The Fourteenth Amendment and Birthright Citizenship

During a recent hearing to discuss whether birthright citizenship is the right policy for America – which it clearly is – several members raised concerns about the disturbing comments on race made by one particular Republican witness.

The witness, Professor Lino Graglia, may have objected to my raising these concerns as irrelevant, but given the history of the 14th Amendment and the nature of the debate surrounding birthright citizenship today, his past comments on race are anything but irrelevant.
