PROGRAMMATIC / LANGUAGE REQUESTS

Every year, Congress appropriates funding for most of the functions of the federal government. There are 12 separate appropriations bills, each written by a subcommittee with jurisdiction over specific agencies. During the appropriations process, lawmakers have the opportunity to submit requests to the respective subcommittees expressing support for authorized programs, bill/report language, and specific funding levels.

COMMUNITY PROJECT FUNDING (CPF) REQUESTS

The House Committee on Appropriations solicited Community Project Funding (CPF) requests – commonly referred to as earmarks – from Members of Congress in addition to the standard programmatic and language-based requests for FY25. Each Member was limited to 15 Community Project Funding Requests across all subcommittees for FY25 and there is no guarantee that all projects will be funded. The FY25 CPF process has a limited scope with combined earmarks capped at 0.5% of all discretionary spending.
