PROGRAMMATIC / LANGUAGE REQUESTS

Every year, Congress appropriates funding for most of the functions of the federal government. There are 12 separate appropriations bills, each written by a subcommittee with jurisdiction over specific agencies. During the appropriations process, lawmakers have the opportunity to submit requests to the respective subcommittees expressing support for authorized programs, bill/report language, and specific funding levels.


COMMUNITY PROJECT FUNDING (CPF) REQUESTS

The House Committee on Appropriations solicited Community Project Funding (CPF) requests – commonly referred to as earmarks – from Members of Congress in addition to the standard programmatic and language-based requests for FY27. Each Member is limited to 20 Community Project Funding Requests across all subcommittees for FY27 and there is no guarantee that all projects will be funded. The FY27 CPF process has a limited scope with CPFs capped at 0.5% of all discretionary spending.

FAQ

What makes a strong request?

  • Strong requests must have a federal nexus (a connection to an existing federal authorization or program)
  • For CPF requests, community support strengthens the submission (letters from local elected officials, city council resolutions, editorial board endorsements, etc.)
  • Requested amounts should be grounded in what the project actually costs and what comparable grants have historically funded

What happens after submission?

The office of Rep. Lofgren will review all submissions. Staff may follow up with questions and will notify requestors of decisions before the Committee deadline. 

Submission of a programmatic/language or Community Project Funding (CPF) request does not guarantee funding. The Appropriations Committee makes final determinations.
