Community Project Funding Requests - Fiscal Year 2027

The House Committee on Appropriations solicited Community Project Funding (CPF) requests – commonly referred to as earmarks – from Members in addition to the standard programmatic and language-based requests. Each Member is limited to 20 Community Project Funding Requests across all subcommittees for FY27 and there is no guarantee that all projects will be funded. The FY27 CPF process has a limited scope with combined earmarks capped at 0.5% of all discretionary spending. 


Eligibility Information

Only state and local government entities, certain public institutions, and non-profit entities are eligible to submit and receive funding through CPF. Funding cannot be directed to for-profit entities, memorials, museums, or commemoratives (i.e., projects named for an individual or entity), and will not include waivers for State or local match requirements. While matching funds do not have to be in-hand prior to the request, requesting entities must have a plan to meet such requirements for the project to be viable. Additionally, each submission must be for FY27 only and cannot include multiyear funding requests. The Committee will only consider projects with demonstrated community support in the form of: letters from local elected officials; press articles highlighting need; support from newspaper editorial boards; mentions on State intended use plans, community development plans, or other publicly available planning documents; resolutions passed by city councils or boards; etc.

Please note that each eligible account has its own eligibility criteria, which is available here. In some cases, including the Department of Housing and Urban Development – Economic Development Initiatives account, nonprofits (except some institutions of higher education) cannot be the direct recipient of a CPF, but can be a subrecipient if a state or local government requests the project.

Project Description: The project would fund a Center for Cryogenic and Quantum Technology Research and Education at SJSU, including acquisition of advanced cryogenic research systems, hardware, computing infrastructure, personnel and associated costs. Project Name: RING Public Safety Radio System

Project Description: The project would fund a modern P25 Phase II public safety radio system, including system control equipment, simulcast control equipment, VHF antenna systems, county backhaul and networking equipment, and network management system equipment. Project Name: Municipal Wastewater Treatment Plant Rehabilitation
Amount Requested: $2,950,000

Project Description: This project would fund the rehabilitation of the City's Municipal Wastewater Treatment Plant, including replacement of nine non-functioning aerators, four channel grinders, installation of a new grit removal system and dichlorination system, and sludge removal from existing lagoons. Project Description: This project would fund the expansion of the Salinas River Arundo Eradication and Stream Maintenance Programs, including eradication of invasive Arundo donax, stream maintenance activities, development of a watershed restoration strategy, and technical assistance to agricultural producers on erosion control, runoff management, irrigation, and water quality practices.
