PROGRAMMATIC / LANGUAGE REQUESTS
Every year, Congress appropriates funding for most of the functions of the federal government. There are 12 separate appropriations bills, each written by a subcommittee with jurisdiction over specific agencies. During the appropriations process, lawmakers have the opportunity to submit requests to the respective subcommittees expressing support for authorized programs, bill/report language, and specific funding levels.

THE FY26 SUBMISSION DEADLINE FOR PROGRAMMATIC / LANGUAGE REQUESTS TO REP. LOFGREN’S OFFICE HAS PASSED
COMMUNITY PROJECT FUNDING (CPF) REQUESTS
The House Committee on Appropriations solicited Community Project Funding (CPF) requests – commonly referred to as earmarks – from Members of Congress in addition to the standard programmatic and language-based requests for FY26. Each Member is limited to 15 Community Project Funding Requests across all subcommittees for FY26 and there is no guarantee that all projects will be funded. The FY26 CPF process has a limited scope with CPFs capped at 0.5% of all discretionary spending.
