SNAP is what is considered an "appropriated entitlement". This means that SNAP's mandatory funding relies on annual appropriation laws being passed. Due to the ongoing shutdown, SNAP benefits for November are at risk.
However, SNAP receives contingency funding of $3 billion per year. In addition, the Trump Administration has legal transfer authority that would allow enough funding to be utilized to cover full November SNAP benefits.
The "One Big Ugly Bill," passed earlier this summer, already gutted SNAP by $186 billion. If the Trump Administration chooses not to fully fund SNAP in November, 42 million Americans will be cut off from their SNAP benefits. Over 100,000 people in California's 18th Congressional District receive SNAP (CalFresh) – 13.7% of the District.
