Community Project Funding Requests - Fiscal Year 2024

The House Committee on Appropriations is soliciting Community Project Funding (CPF) requests – commonly referred to as earmarks – from Members in addition to the standard programmatic and language-based requests. Each Member is limited to 15 Community Project Funding Requests across all subcommittees for FY24 and there is no guarantee that all projects will be funded. The FY24 CPF process has a limited scope with combined earmarks capped at 0.5% of all discretionary spending and eligible accounts restricted.

Eligibility Information

Only state and local government entities, certain public institutions, and non-profit entities are eligible to submit and receive funding through CPF. Funding cannot be directed to for-profit entities, memorials, museums, or commemoratives (i.e., projects named for an individual or entity), and will not include waivers for State or local match requirements. While matching funds do not have to be in-hand prior to the request, requesting entities must have a plan to meet such requirements for the project to be viable. Additionally, each submission must be for FY24 only and cannot include multiyear funding requests. The Committee will only consider projects with demonstrated community support in the form of: letters from local elected officials; press articles highlighting need; support from newspaper editorial boards; mentions on State intended use plans, community development plans, or other publicly available planning documents; resolutions passed by city councils or boards; etc.

Project Name: Morgan Hill 101 Expansion

Description: The City currently has at-grade crossings along the corridor at Tilton Avenue, Main Street, East Dunne Avenue, San Pedro Avenue, and Tennant Avenue. Recent studies show that Tennant Avenue and East Dunne crossings are in the top 5 crossings with the highest trips generated throughout the entire Caltrain corridor from San Francisco to Gilroy. Project Name: Watsonville Wastewater Treatment Facility

Description: The City of Watsonville Wastewater Treatment Facility has been serving the surrounding Pajaro Valley communities since the mid-50s, with the most recent large investment in the facility occurring in the mid-80s to meet Clean Water Act requirements. Like most wastewater treatment facilities of this vintage, a few critical treatment processes are nearing the end of their useful life, requiring a significant investment in capital infrastructure improvements. One such area is the plants initial treatment process, called Headworks, where the raw influent sewage is collected, pumped, screened, and initially treated. The proposed project includes replacing the Headworks and Influent Pump Station structures, adding advanced grit removal technology to improve the efficiency of the process, and evaluating the viability of replacing the methane capture system. Click here for the financial disclosure statement.

Project Name: Network Enterprise Center

Description: The project would construct a standard design Information Systems Facility (ISF), organizational vehicle parking, open storage area and building information systems. Project Name: King City Downtown Electric Vehicle Charging Station Parking Lot
Amount Requested: $600,000
Address: 212 S. Vanderhurst Avenue, King City CA 93930
Description: The project would consist of property acquisition of a small blighted property located near the southeast corner of Broadway Street and 3rd Street in the heart of the King City downtown area; grading and resurfacing of the lot; installation of electric service and connections; installation of landscaping improvements and signage; and creation of an artistic mural on the adjacent building. Click here for the financial disclosure statement.

Project Name: Family Justice Center in King City

Description: Monterey County is establishing a Family Justice Center in King City. Project Name: San Lucas Community Water System

Description: The San Lucas Clean Drinking Water Project would address persistent water quality problems which have occurred since 2006. In 2011, a “do not drink” order was issued, and despite establishing an alternative well to serve the community, a second “do not drink” order was issued in 2016. The lack of safe, affordable drinking water for the community has also caused a nearly 20-year delay of a severely needed affordable housing project in San Lucas. Click here for the financial disclosure statement.

Project Name: Pajaro River Levee

Description: This project would utilize design-build techniques to accelerate the schedule for the completion of the Pajaro River Flood Risk Management Project to protect the City of Watsonville and Town of Pajaro. Project Name: Drummond Culinary Academy expansion
Amount Requested: $1,000,000

Description: Rancho Cielo serves primarily Latinx young adults who have been unsuccessful in or aged out of other school settings can achieve a WASC-accredited high school diploma through our partnership with John Muir Charter School and obtain vocational training and certifications. The project would expand the Drummond Culinary Academy, which will soon be a state-of-the-art culinary center. Adding a pastry kitchen, a barbeque pavilion, an outdoor kitchen, and a patio will allow Culinary Students to build new skills that are much needed in the hospitality industry. Click here for the financial disclosure statement.

Project Name: Emergency Shelter and Transitional Housing for Homeless Veterans
Amount Requested: $3,000,000

Description: The County is in process of acquiring a privately-owned, 4.26-acre property that is improved with eight buildings totaling approximately 46,000 sq ft. Federal funds would support time-sensitive repairs, such as installing a new HVAC system, updating the commercial kitchen, and resolving ongoing plumbing issues, to improve conditions over the next three to five years while the County considers redevelopment options that would allow the property to serve more homeless and/or lower income individuals. Click here for the financial disclosure statement.

Project Name: Santa Clara County Farmworker Housing
Amount Requested: $3,000,000
Address: 70 W Hedding St, East Wing, 11th Floor, San Jose, CA 95110
Description: Many farm worker dwellings in south Santa Clara County are non-compliant i.e., not built to proper code or are unpermitted. This funding will be used to: 1. Upgrade the non-compliant farmworker housing for structural, and water and septic systems code compliance. 2. Upgrade farmworker housing to be energy efficient and all-electric through direct installation of building energy efficiency measures, heat pumps for space and water heating, induction cooking and solar PV and battery systems. Additional resources will be leveraged from the State of California Low-Income Weatherization Program's (LIWP) Farmworker Housing Component, which provides no-cost rooftop solar photovoltaic (PV) systems and energy efficiency upgrades to low-income farmworker households to reduce greenhouse gas emissions and lower energy costs for participants. Click here for the financial disclosure statement.
