Fiscal Year 2024 Appropriations

PROGRAMMATIC / LANGUAGE REQUESTS
Every Fiscal Year (FY), Congress appropriates funding for most of the functions of the federal government. There are 12 separate appropriations bills, each written by a subcommittee with jurisdiction over specific agencies. During the appropriations process, lawmakers have the opportunity to submit requests to the respective subcommittees expressing support for authorized programs, bill/report language, and specific funding levels.
THE FY24 SUBMISSION DEADLINE HAS PASSED
Zoe-Led Letters
In FY24, Zoe championed funding for multiple programs, resources, and enforcement, including:
- To support the fusion energy and plasma science research programs funded by the Office of Fusion Energy Sciences (FES) within the Department of Energy’s Office of Science;
- To provide at least $410 million for the National Ignition Facility (NIF) at Lawrence Livermore National Laboratory (LLNL);
- To continue funding the Drug Court Discretionary Grant Program and Veterans Treatment Courts;
- To keep Myalgic Encephalomyelitis/Chronic Fatigue Syndrome, commonly referred to as ME/CFS, in the list of Congressionally Directed Topic Areas in the Peer Reviewed Medical Research Program (PRMRP), and to set aside $5 million within PRMRP for research on Long COVID and ME/CFS with a focus on military populations (version 1) (version 2);
- To provide robust funding levels on wildfire science to match the scale of the wildfire crisis;
- To support the Department of Energy (DOE) and National Nuclear Security Administration’s (NNSA) Inertial Confinement Fusion (ICF) program;
- To continue funding the Tourette Syndrome Public Health Education and Research Program at the Centers for Disease Control and Prevention;
- To provide $500 million for the Charter Schools Program (CSP);
- To provide $300 million in funding for the Low-Income Household Water Assistance Program (LIHWAP); and
- To support for a $10 million allocation toward the Federal Trade Commission (FTC) enforcement of the Robinson-Patman Act.
These are not listed by funding amount, priority, or preference.

COMMUNITY PROJECT FUNDING (CPF) REQUESTS
The House Committee on Appropriations is continuing to solicit Community Project Funding (CPF) requests – commonly referred to as earmarks – from Members in addition to the standard programmatic and language-based requests. Each Member is limited to 15 Community Project Funding Requests across all subcommittees for FY24 and there is no guarantee that all projects will be funded. The FY24 CPF process has a limited scope with combined earmarks capped at 0.5% of all discretionary spending and eligible accounts were restricted to specific programs.
