Rep. Zoe Lofgren Secures Community Project Funding Totaling More Than $50 Million for CA-18 in Government Funding Legislation
Included Is Funding to Provide Housing for Farmworkers & Homeless Veterans; Enhance Safety & Security; Expand Youth & Family Services for Underserved Communities; & Improve Infrastructure, Including Water Systems, Highways, & Rail Crossings
WASHINGTON, DC – The U.S. House of Representatives passed H.R. 4366, the Consolidated Appropriations Act of 2024, that included 14 Lofgren-requested projects for California’s 18th Congressional District. If passed into law, the omnibus package would provide local projects with a total infusion of $50,095,535 from the federal government.
“I am so pleased that the House-passed government funding legislation included funding for projects that will help farmworkers, homeless veterans, underserved communities, and all working families in the 18th District,” said Rep. Zoe Lofgren. “I thank all the local leaders and organizations that provided requests for my consideration that could make a difference in our area. Moving forward, I will continue to fight for our district to ensure that we get the federal funding we need to make necessary community improvements.”
The government funding package, which Lofgren voted in favor of, is expected to pass the U.S. Senate and be signed into law by President Biden.

The project would expand the Drummond Culinary Academy to help underserved young people build new skills that are much-needed in the hospitality industry. |
City of Morgan Hill | $1,000,000 | Morgan Hill Grade Separations | Funding would address concerns about emergency response times and adequate safety for pedestrians trying to cross the rail line at the Tennant Avenue and East Dunne crossings. Recent studies show these crossings are in the top five with the highest trips generated throughout the Caltrain corridor from San Francisco to Gilroy. |
City of Watsonville | $959,752 | Watsonville Wastewater Treatment Facility | The City of Watsonville’s Wastewater Treatment Facility has a few critical treatment processes that are nearing the end of their useful life. One such area is the plant’s initial treatment process, called Headworks, where the raw influent sewage is collected, pumped, screened, and initially treated. The proposed project includes replacing the Headworks structure and adding advanced grit removal technology to improve the efficiency of the process. |
Monterey County | $959,752 | San Lucas Clean Drinking Water Project | The San Lucas Clean Drinking Water Project would address persistent water quality problems which have occurred since 2006. In 2011, a “do not drink” order was issued, and despite establishing an alternative well to serve the community, a second “do not drink” order was issued in 2016. The lack of safe, affordable drinking water for the community has also caused a nearly 20-year delay of a severely needed affordable housing project in San Lucas. |
City of Salinas | $959,752 | Salinas Wastewater | The project would expand the wastewater treatment facility and reduce its carbon footprint. Water that is recycled at the facility is used for groundwater restoration that can be important during droughts. |
King City | $600,000 | King City Downtown Electric Vehicle Charging Station Parking Lot | The project will create an electric vehicle charging station in downtown King City on a property located near the southeast corner of Broadway Street and 3rd Street. |
Monterey County | $500,000 | Family Justice Center in King City | Monterey County is establishing a Family Justice Center in King City. The requested funds will be used to improve the County’s current building or acquire additional buildings in King City to be able to continue to co-locate service providers and perform sexual assault and domestic violence medical examinations. |
City of Morgan Hill | $500,000 | Morgan Hill 101 Expansion | Funding will support work on express lanes to alleviate a significant congestion bottleneck on US Highway 101 in Morgan Hill that impacts a vital corridor between San Jose to the north and Gilroy to the south. |
City of Morgan Hill | $500,000 | Morgan Hill Quiet Zones | The funding will help implement “Quiet Zones” at railroad crossing in Morgan Hill at East Dunne Avenue, Morgan Hill Train Station Pedestrian Crossing, East Main Avenue, and Tilton Avenue. |
