Statement Of Rep. Zoe Lofgren On The President’s Budget

The following is a statement on the President's budget for fiscal year 2004:

"The President has put forth one of the most irresponsible budgets in our nation's history. President Bush, despite every campaign promise and Administration talking point, has abandoned fiscal discipline. His budget actually borrows money from the Social Security and Medicare surpluses to fund additional tax cuts that flow primarily to the top tax bracket. This budget is marked by deficits and debt and imperils Social Security and Medicare. The budget continues to low-ball funding for science and technology, and in my view, weakens our commitment to those in nursing homes through proposed Medicaid changes. The President's budget does not fund the educational programs that give America's children hope for the future.

The President should abandon his irresponsible tax schemes. He should propose adequate funding for education, for science, for environmental protection and for Social Security and Medicare preservation.

His budget represents the worst of both worlds‹it under funds measures important to the future of America, and creates a mountain of debt for our children and grandchildren.

I will not vote for it.
