The amendment, offered to the Fiscal Year 2017 Department of Defense appropriations bill by Representatives Thomas Massie (R-KY) and Zoe Lofgren (D-CA), would prohibit warrantless backdoor searches of U.S. citizens' online communications without first obtaining a warrant.
