Congresswoman Zoe Lofgren (D-CA) today spoke on the House floor in favor of vital medical research and against H.R. 534, the Human Cloning Prohibition Act of 2003. Earlier this month, she led the efforts to amend the bill in the Judiciary Committee to ban human cloning, but to allow important research. The following is her statement:

"I, like the authors of H.R. 534, believe that we should outlaw human cloning. If we wanted to pass a bill that only prohibits human cloning, it would sail through Congress on a voice vote.

Congresswoman Zoe Lofgren (D-San Jose) announced today $1 million in E-rate funding for the Franklin-McKinley School District in San Jose. The funds will specifically pay for internal connections, Internet access and telecom services at various schools throughout the district. The E-Rate provides discounts to assist most schools and libraries around the country to obtain affordable access to the Internet. The Franklin-McKinney School District was able to qualify for a 90% discount.

Congresswoman Zoe Lofgren (D-CA) today introduced legislation to allow Americans to deduct the cost of college education from their income taxes. Lofgren's bill, the Affordable College Education (ACE) Act of 2003, will give families more opportunities to attend college by making college more affordable. Under the bill, taxpayers will be able to deduct expenses including tuition, room and board, books and other expenses related to attending college in the United States.

Congresswoman Zoe Lofgren (D-CA) today introduced an amendment to protect the use embryonic stem cells in research. The amendment was offered at a House Judiciary Committee markup of H.R. 534, the Human Cloning Prohibition Act, and would exempt therapeutic cloning of stem cells for research into some of the most disabling injuries and diseases. The Lofgren amendment would decriminalize the use of therapeutic cloning while preventing the use of these cells in reproductive cloning. As H.R.
